Meet Dr. Nino Kharaishvili

Dr. Nino Kharaishvili has partnered with over 40 different countries’ public health and veterinary systems to assess, design and implement various capability and capacity strengthening projects.

She specializes in global health security, biological threat reduction, health system resilience and preparedness, disease/biosurveillance, health system strengthening, and program metrics and evaluation.

With more than 17 years of international healthcare and global health security consulting experience, she is a healthcare expert with extensive experience in setting up metrics and evaluation programs and tracking progress towards achieving selected indicators.

As a Global Solutions Director for Health Governance, Nino focuses on health system resilience. As a result of the fact that health systems are adapting and transforming to become more effective and resilient, they require the support of advanced governance frameworks and alignment of functional responsibilities, reporting hierarchies and funding mechanisms.

Jacobs advises governments, healthcare agencies, organizations and communities on creating and implementing new pathways for effective decision-making, resource management and operational environments. We focus on system structure, policy frameworks, oversight mechanisms, financial models, healthcare coalitions and accountability.

The key role of such system is to anticipate external threats and the impact that they may have as well as to take necessary action to limit their influence. Achieving this resilient state is becoming an increasing challenge for healthcare organizations around the globe and has been exacerbated by the COVID-19 health crisis, however, Nino does her best to reach this goal.

She has a breadth of experience in defining paths for healthcare system sustainability and resilience, as well as designing and implementing various emergency preparedness exercises aimed at improving public health emergency preparedness and response. In addition, Nino has partnered with global health care agencies to implement health system strengthening projects to assess national and multi-sectoral emergency response capacities, address resource challenges and constraints and enhance communication strategies.

Nino holds a Master of Business Administration from the College of Saint Rose and received her medical doctorate from AIETI Medical School. Additionally, she is a Project Management Professional (PMP), Change Management Advanced Practitioner (CMAP), holds a certificate in design thinking and innovation, and is an ICAgile certified and Kirkpatrick Four Levels® Evaluation (Bronze and Silver) certified professional. In addition to her professional roles, Nino dedicates volunteer services to support The Uniformed Services University for Health Sciences and the National Center for Disaster Medicine and Public Health.

A selection of Nino's impressive contributions and achievements

Designed the health system assessment methodology and tool that can be implemented in a modular fashion, requires only four months to complete, and reduces the cost and time for assessments. The methodology has been accepted and deployed by the Department of Defense. The approach has been published in the Health Security Journal.
Conducted health system assessments in 25+ countries; led the deployment and operations of in- country teams; designed and implemented various table-top and field exercises on emergency preparedness and health system capability testing. The approach has been published in the Health Security Journal.
Developed and implemented the Metrics and Evaluation Program for the Department of Defense. The MEP program sets standards, defines expected activities for engagement, and reflects scalability of approaches available for various programmatic activities. The approach has been published in the Health Security Journal.
